Ribble Valley Local Plan

Planning and Compulsory Purchase Act 2004 (as amended) The Town and Country Planning (Local Planning) (England) Regulations 2026

Notice of Local Plan Scoping Consultation (Regulations 20)

Ribble Valley Borough Council is preparing a new Local Plan for the current administrative area of the Ribble Valley borough which is to be known as the Ribble Valley Local Plan.  Once adopted the new Local Plan will replace the Ribble Valley Local Development Framework’s Core Strategy (adopted 2014) and Housing and Economic Development DPD and Proposals Map (adopted 2019).

As part of the plan making process, the Council gives notice of the Scoping Consultation commencing on Friday 03 July 2026 and closing at 17:00hrs on Friday 14 August 2026.

During this period the Council is inviting residents, businesses, community organisations, infrastructure providers, and other interested parties to make representations on:

  • Such matters relevant to the preparation of the Local Plan as the authority considers appropriate, including the key issues, challenges, opportunities, and priorities that the new Local Plan should address.

  • How the authority should engage with communities and stakeholders during future stages in the preparation of the Local Plan.

The formal Scoping Consultation Notice can be viewed herehttps://rvbc-district-local-plan-hub-test-rvbc.hub.arcgis.com/pages/local-plan-scoping-consultation

Through this consultation, the Council are also inviting comments on a number of supporting matters, including the methodology for assessing potential development sites; and the information and technical studies (evidence base) that will inform the Local Plan.

It is important to note that at this stage, the Council are not consulting on specific development sites or draft planning policies. Instead, your feedback will help shape the overall scope, vision, and direction of the new Local Plan, ensuring it focuses on the matters that are most important to our borough from the outset.

We encourage everyone with an interest in the future of Ribble Valley to take part in the consultation.

To support the Scoping Consultation, the Council has published a Consultation Document alongside a range of evidence and background information explaining the facts and figures that will inform the Local Plan.

The Scoping Consultation Materials are available to view here: https://rvbc-district-local-plan-hub-test-rvbc.hub.arcgis.com/pages/local-plan-scoping-consultation

To support responses, the Council has prepared an online questionnaire. The questions are designed to prompt discussion and encourage comments on the issues that matter most to you, your community, businesses and organisations.

Representations can be made via the Scoping Consultation Questionnaire here:
